A “nearly” chill night during hot Texas summer, over 30 miles local drive, a/c set at 68F, photo took at 28.2 milestone with 31.2 mpg (lil downhill just for a good number).
This baby is fairly new with 170 miles in total, obviously haven't properly break in.

This is a “safety” function to remind you slow down a bit, had the same on my Tundra going over a bump slightly quicker or cornering a bit harder.
Nothing to worry about other than it’s pretty annoying.
From a logistics and economic standpoint, it doesn’t make sense to build engines, crates them, put on a vessel and ~20 days to ship to Japan for assembly. I doubt US labor and parts will be cheaper than Japan, let alone all the logistics cost.

Looking at 63-64k msrp for Tacoma TRD Pro and TH, the new 4R prime trims are easily pushing 70k mark, which is a loaded mid LC trim with premium package.
You are not crazy, something must be wrong. To ease your mind, those wheel diameter numbers are confirmed by the tire size, which both of them were probably measured (and cross referenced) a million times.
