Rust behind rear center caps?

Sorry for the possibly misleading title. Complete amateur who doesn't know much, but what's going on here? Assuming it's just a part of the wheel, but still not great to see.

Just pulled off the center caps to check sizing with the replacements I ordered.

Behind the front wheel caps, it looks like this

Yea, bare steel is known to rust.. should be easy to fix.
 
It is nearly impossible to keep a rotor and axle center from rusting. Heat paint works for awhile but the heat generated by the brakes will flake off in time. Like mentioned above, don't lose sleep over it. When I rotate tires, I hit that area with a wire wheel to remove the rust, spray with some heat paint, let it dry really well and reinstall the wheels.
 
The rust is normal. I installed the center hubs. 1958 Meteor Shower...
