Land Cruiser Warranty

In general I would say I agree. But the issue is that if you read through the Toyota warranty Guide they only talk about repair. The liability of inspection and diagnostics are not mentioned in these documents. So a bad dealer (which many dealers are) would argue with you and legally they are not wrong (not right neither as it is uncharted) We all know that Toyota is not the type of company who put dealer on a tight leash.

I think it might be possible that I was looking in the wrong place and this type of stuff is regulated by local consumer laws. I am not lawyer so that is as far as I can go
My point is that the legal, implied, explicit, usual or textbook definition of "warranty" is irrelevant when it comes to making a claim. It's the quality of the people you're dealing with, and to some extent the finesse in your communication.

Case in point, I got my local dealership (Mercedes Walnut Creek) to replace the steering angle sensor 1500 miles over 50k citing "good will" in the receipt. That was good customer service + me asking nicely, and probably some alignment in the stars.

I have a demonstrable brake squeak and a constant rattle in a door. The dealer says nothing is wrong and gave me a $360 bill. How is Toyota warranty service much worse than Telsa's? My first Toyota and my last. This company and their dealer suck.

You're up against the dealer, not Toyota. It's the dealer franchise that's stonewalling you, not the manufacturer. If you let them get away with it, which you didn't, then they would have. Same with buying the car. If you don't ask for a discount, you don't get one.
Nonsense. Toyota won't pay the dealer for the diagnostic work.

Does anybody know what exactly is the service coverage for our warranty?

I am taking my LC to a Toyota dealer in Washington do run some diagnosis of the P0171 code issue. The service advisor told me that if they can't find anything wrong with the car they will have to charge me the 1 .5 hour labor, even with the code present in the ECM. It sounds to me very unreasonable and I told them that is between Toyota and them, don't try to get me to foot the operating cost. I start to check online to see what can I use against the dealership right now in case they want to charge me to diagnose the engine code issue.

I already find weird enough that my LC has an engine code in just 3000 miles, and now I even have to pay for diagnostics for the dealer to find out what goes wrong?
This is pretty much always a contest when not going to the dealer where the vehicle was purchased.
I know that a mouth full however the sad reality of dealerships in the US these days.

Admittedly, the dealer is within their rights. However, if the dealer you purchased the LC from, terrible they would treat a customer this way. Regardless, Toyota is becoming more arrogant by the day...

The dealer expects to get paid, although what they are charging is not based in real labor time.

The problem is Toyota won't pay the dealer. The problem is that Toyota has apparently done a production fix on the brakes yet hasn't issued a service bulletin for repair of earlier builds. I'm not only disappointed, I'm shocked. No one in North America Toyota management would accept driving a new car with the brake squeal many of us have. Yet they don't fix it and they won't pay the dealer when the vehicle is brought in for diagnosis.

This has been a real WTF experience.
