I have noticed when on full heat (engine warm) the highest fan motor speed barely blows out of the front ducts. Back is not on and vents are set for full front. When on high with the air it blows hard. It seems to warm up ok inside but you have to hold your hand on the vent to feel the air. I've heard other later model Toyotas are similar. Coming from a 2013 Tacoma its a vast difference. Maybe it's a feature not a bug.

No, not on eco mode. I have noticed playing around with it that the vents blow slightly more when I have it on front vent AND floor. This makes no sense but there it is.

Update. After some messing around with controls it seems when I turn OFF the 'direct airflow only to the front' using the infotainment screen it increases the front vent flow to a normal level. This is counterintuitive and may be a programming bug but a least I know the culprit.

Adding to this thread since I've experienced a similar issue but there's no setting to fix it -- even with the S-flow (direct air flow to occupied seats) setting off. Air will barely flow (similar to what you'd expect if the fan setting was set on lowest speed) out of the front vents on the highest fan speed setting when it's set to warm air temps. But if I change the temperature past 60 to "Lo" then the air blower motor will ramp up the fan speed much stronger. It may be a air flow baffle issue but it's at the dealer currently to see if they can get to the bottom of it.
It also seems that the manual control of temps doesn't change the air temperature. From 60 to Hi the air temp blowing out of the vents is warm - probably around 85. Just noticed this taking it to the dealer.

I have noticed something similar going on with mine as well. It is almost like the thermostat isn't calibrated accurately for one, and maybe even something going on with the damper/controller for heat/cooling. Hard to say at the moment, I am still trying to get a bit of a handle on mine and what is going on. Will watch this space for a bit and see what goes on in the meantime. (I am not using ECO mode either)
Another thing I am curious about, for the 1958 model, there is an option under I believe Climate Control settings on radio/main screen that shows one to be able to click/turn on de-icer function, what does this do-if anything? Anyone know? The manual certainly isn't clear or show anything for that function I can find. I have yet to see if the outside mirrors are heated, and if not, how strange to have all of this other de-icing/defrosting/heated steering wheel yet no outside mirror heating. No complaints here, just odd.

Yes, I'm getting a whistle sound when the blower is on the floor (heat) setting. It almost sounds like a blend-door isn't closing tight. Any other mode (front vent, defroster, etc. ) doesn't make that noise. As far as heat output, it seems to warm up quickly, so no complaints there.
