I believe it is the Auto button on the mirror control area.

the manual shows two different switch styles, mine is the one with 3 positions, unfolded, auto, and folded. It makes no difference if it is in unfolded or auto position, it still folds.
It appears to be something I enabled with the way I pressed the lock button on the fob…

Just to add a little info on this for any new owners who, like me, may have had trouble sorting out when it does and doesn't work.
I noticed mine were not folding when I would use the lock switch inside the car when exiting the car. However, as long as the automatic button is pushed they will fold when using the key fob or the touch control on the outside door handle to lock it.
I'm assuming that is intentional on Toyota's part, who probably assumes you only use the door lock button inside the car when you are actually inside the car and therefore would not want the mirrors folded.
