Air conditioning blowing warm air on low settings

Anyone else having this issue? I have noticed that only when I have my AC on LOW or up to about 64 or 65° does it blow cool air. Above 65 ish its warm. All air bents are open. And AC light is on.
 
Our does this, and our RAV4 Prime also does it. Probably a 'feature' of the heat pump, how quickly it can work, etc. Sometimes it blows cool when set at 68, sometimes it's warmer. Not sure what actually controls it...

Is it a heat pump, or just an electrically-driven compressor? I may be mistaken, but I think Toyota's hybrid vehicles utilize engine heat as in the past. EV's another story, heat pump, resistance, or a combination.
 
I thought I read it was a heat pump, but I could be mistaken. It certainly performs similar to our RAV4 Prime.

That would make sense, as the Prime is designed to travel a considerable distance on electric only. I am always learning!

Same here..

Read a possible explanation:

if the outside and/or cabin air temp is lower than the AC temp you set on the thermostat, the vehicle will blow hot to bring it to that temperature. Low would blow cold as the AC isn’t trying to achieve a set temperature.

Not sure if this is correct, but it tracks with what I was experiencing based on cooler outside temps and it blowing hot with a 65 degree AC thermostat setting.
