I believe this is correct. However, I think the key is the Dashcam app keeps metadata about the folders, photos, and video, and if the card does not match the app metadata -- as in I deleted a few videos with the SD card on my Mac and not using the app --- then the app will say no bueno and stop...

Check you phone wifi config for the Toyota wifi and make sure it's not set to auto connect. Mine was and every time I managed to connect the Dashcam, it would auto switch over to the vehicle within a few seconds. Every time.
