Aftermarket 34's Vibration in Steering Wheel 70+

I hope this is the correct forum, if not let me know I can post elsewhere. I'll try to keep this brief, my question is 2 fold. I'm hoping you off-road buffs will know just loads more than me.

1. Is it possible for any vehicle, stock tires or not, to be completely smooth at highway speeds above 70 on All Terrain tires. I got thinking that there's no way someone buys an 105k+ Jeep Rubicon 392 (stock AT 35's if I'm not mistaken) and doesn't take it back to get it checked out if it vibrated like this above 70. Same for a New Raptor on 37's, no way someone would just take that unless I'm wildly incorrect. So it can't be just taken as normal right? AT tires can run perfectly smooth at speed, not withstanding potholes on C-load tires (which is understandable and what I was okay signing up for).

2. What is causing my slight but extremely consistent and persistent vibration in the steering wheel, seats, and can even be noticed when looking at the electronic gauge cluster. I've had the tires rebalanced numerous times, numerous shops, went with some guys I trust in the end that work on off road rigs, Fat Bob's Garage in Layton UT. They rebalanced and even spun the tire on the wheel so that heaviest part of the tire matches up with the lightest part of the rim (I didn't even know you could do that). The LC of course has the ET (ET?) specific lugs they require, the lugs Toyota likes to put on that stick down a bit further. I had hub rings installed to make sure the wheel is centering on the hub correctly. I literally have no idea what else it could be. Mods are listed below in case they could cause such. I had no noticeable vibration at all before on the stock tires/wheels. note: When I had my tires rebalanced at discount tire before going to Fat Bob's, they mentioned that the tire was Road forcing at 23 pounds, which is like 2 pounds from getting a free replacement from Falken? I thought that's what tire balancing was for, so I'm hoping that's not actually persisting through to the road.

Yeah, I'm almost there. There being I drive under 70 every time I'm on the highway and just enjoy the massive bump in fuel economy and maintain my sense of serenity when driving a perfectly smooth rig. Any help is appreciated, I'll try to monitor responses best I can.

Here's what has been done to the vehicle,

-LT285/75 r17 C load Falken Wildpeak AT 4w ( yes I had to do a tiny bit of trimming, almost none, I can post a picture if requested)
-Black Rhino Diamondback +25mm offset rims 17"
-OEM installed Westcott 2.5 lift kit (yes dealer installed and honors full manufacturer warranty)

I had a similar issue and took similar measures to no avail. Even tried two sets of tires. What randomly fixed it for me was I did a tire rotation then it was just gone. Maybe one of my mystery vibrating wheels/tires was in the rear and the solid axle exacerbated it, I don’t know. All I know is I can finally go 70+ and it’s smooth. Try it and good luck!
 
I know you mentioned hub rings, but those wheel nuts look really short for an aftermarket truck wheel. Maybe double check with the wheel manufacturer to make sure they are correct?
