A lot of the FE specific parts are vin locked, so you'll need to have an FE VIN to order them.
They're identical to the LC 18s though, if you really wanted them in black it may be easier or cheaper to buy a cheap LC set and powdercoat them.
A lot of the answers in this thread will be misleading simply because several dealers took deposits before the LCs were even in production and available for dealers to purchase. There may also be dealers who took deposits for trims/options they didn't know they'd be recieving and just got lucky...
The fuel pumps require some extra reserve fuel since they use the remaining fuel to keep the pumps cool. Running it dry repeatedly could overheat your fuel pump and cause some issues long term, but once or twice shouldn't be an issue.

Edit: also the cameras are not designed to run for long periods of time. They generate a fair bit of heat and running them like a DVR would cause premature failure.
